Ireland has a two-tier healthcare system. About 45% of its population of 4.9 million have private insurance and can skip the queues, but on the eve of the election 556,770 people were waiting to see a specialist; 107,040 of them had been waiting for more than 18 months. Another 67,303 were waiting for hospital treatment. Budget cuts mean hospitals are short of beds: in February, even before Covid-19, 110,000 patients were on trolleys.
